About 10 miles south of the city, Parkton is a Robeson County town of roughly 500 people across two and a half square miles, close enough to Interstate 95 that Parkton Road carries traffic north to the Cumberland line, where it becomes Leeper Road at the Fayetteville Outer Loop interchange. Because the population is not living where you are spraying. On close lots the harborage is often outside, in a shed, a wood pile, a shared fence line or the void behind siding, and the interior sighting is the tail end of that. A treatment that works starts outside, treats the entry points, and gets repeated before the numbers build back.
Under G.S. 42-42 the landlord has to make repairs and do whatever is needed to keep the place fit and habitable, that duty runs the whole tenancy, and it cannot be waived. It does not follow that every pest bill is automatically the landlord's, because the lease and the cause both matter. Put the request in writing, keep a copy, and keep paying the rent while it is sorted out.
